Wash U law prof buys condo from estate of late Rams owner

by Peter Thompson, published Feb. 20, 2008

Frances H. Foster bought a two-bedroom, 2.5 bath condo in Clayton at 750 S. Hanley Rd. for $585,000 from the trust of Georgia Frontiere and her son, Dale Rosenbloom Jr., on Jan. 7.

Frontiere paid $621,775 for the Unit #30 in Jan. 2001. She passed on Jan. 18, 2008, at the age of 80.

Janet McAfee's Terri Wolfner listed the 2,647 square foot condo in the Claytonian complex for $625,000.

Foster is the Edward T. Foote II Professor of Law at the Washington University Law School. She teaches courses on trust and estate law as well as courses on the legal systems of socialist and communist countries.

Foster earned an A.B. from Princeton University before receiving her J.D. from Yale University and her J.S.D. from Stanford University.

Frontiere had been the chairman and owner of the of the St. Louis Rams franchise of the National Football League since 1979, when the team was based in Anaheim, Calif. When she inherited the franchise from her late husband Carroll Rosenbloom, she became the first female majority owner in American professional sports and her close ties with the St. Louis area eventually reshaped the city's sports landscape.

Frontiere moved the team to St. Louis in 1995 that fueled a football boom in the city culminating with the Rams' Super Bowl XXXIV victory.

In 1997, she and Rams Vice Chairman Stan Kroenke created the St. Louis Rams Foundation. Since then, the Rams and the Rams Foundation have contributed more than $5 million to charities in the St. Louis region.

A titan of civic responsibility, she served on a number of community boards, including the United Way of Greater St. Louis, St. Louis' Herbert Hoover Boys and Girls Club, Saint Louis Symphony Orchestra and the Crohn's and Colitis Foundation of America.

Frontiere's estate still owns a home in Frontenac that she purchased in Jan. 2007.

Clayton home sales dropped 43 percent through November 2007 vs. the same period in 2006. The median price over that time period, however, rose $37,000 from $511,000 in 2006 to $548,000.

Median sales prices have risen steadily in Clayton since 2002, according to BlockShopper Metrics.
